That's Route 12 approaching Rodanthe, according to a post I saw on Facebook, credited to @ryaneosmond. Astronomical high tides plus storm. Remembering a quote from Wind Tracks Magazine back in the day: "You always appreciate Hatteras, because you don't know if it's going to be there".
